Creates an Ombudsman of Student Discipline position within the Office of the Secretary of Higher Education in New Jersey, appointed by the Secretary to ensure fair and impartial treatment of students during disciplinary processes at higher education institutions.

The ombudsman will accept and review student requests for information and assistance during disciplinary proceedings, prioritizing time-sensitive matters or cases involving potential suspension, dismissal, or disqualification from academic programs.

Investigations may examine the nature of alleged violations, how the disciplinary process was conducted, the disciplinary board's determination, and sanctions imposed, with findings submitted to the student, disciplinary board, and institution's governing board.

Institutions must respond to ombudsman findings regarding inadequate code of conduct clarity, insufficient due process protections, or unduly harsh penalties, stating whether they will modify the process or penalties.

The ombudsman must publish a list identifying which institutions agree to accept and respond to findings and which do not; the act takes effect 90 days after enactment.
