Creates a rebuttable presumption of pretrial detention for motor vehicle theft, receiving a stolen motor vehicle, and unlawful taking of a motor vehicle offenses in New Jersey.

Upgrades all motor vehicle theft and receiving stolen motor vehicle offenses to second-degree crimes, eliminating the previous distinction based on vehicle value ($75,000 threshold).

Authorizes home detention as a sentencing option for juveniles under 18 adjudicated delinquent for motor vehicle theft offenses, with limited exceptions for court appearances, probation meetings, and attorney appointments.

Establishes the "Grants for Underage Auto-Theft Risk Deterrence Pilot Program" (GUARD) within the Juvenile Justice Commission, a two-year program providing mental health services, education support, employment services, and mentoring to prevent juvenile involvement in auto theft.

Appropriates $7 million ($3.5 million per fiscal year for 2024 and 2025) to fund the GUARD pilot program, with grants available to service providers in counties with populations of at least 300,000.
