Boards of trustees at New Jersey State colleges, universities, and county colleges would be required to include two employee members appointed by the Governor from candidates recommended by labor organizations representing employees.

Employee members would serve two-year terms, with initial appointments staggered (one member serving one year, one serving two years).

Employee members would have full voting rights but cannot participate in matters affecting employment or terms and conditions of employment for college employees.

When more than two labor organizations represent employees, the organizations must reach agreement on which candidates to recommend to the Governor.

The bill removes existing prohibitions that prevent county college employees from serving on their institution's board of trustees.
