Establishes election committees of at least three association members (selected by lot 120 days before elections) to administer executive board elections, with no current board members or candidates permitted to serve on the committee.

Reduces maximum executive board member terms from four years to two years, sets default board size at five members (three for communities with fewer than 11 units), and requires elections at two-year intervals conducted with "strict adherence to democratic principles."

Expands election notice requirements to two written notices: the first at least 60 days before the election informing members of nomination rights, and the second 14-30 days before the meeting with proxy and absentee ballots listing candidates alphabetically.

Allows recall and removal of executive board members by majority vote at a special meeting, initiated upon petition by at least 10% of association members.

Requires association member approval for "qualifying expenditures" exceeding $100,000 or maintenance fee increases above the Consumer Price Index, with exceptions for emergencies and regulatory compliance obligations.
