Adds terrorism and human trafficking to the list of offenses for which juveniles aged 15 and older can be waived to adult criminal court in New Jersey.

Allows waiver of juveniles to adult court regardless of age if the circumstances and severity of the charged offense warrant it, for offenses including criminal homicide, first degree robbery, carjacking, aggravated sexual assault, kidnapping, terrorism, and human trafficking.

Requires courts to consider the circumstances and severity of the offense as a factor when deciding whether to deny a prosecutor's waiver motion for juveniles under the new age-regardless provision.

Amends P.L.2015, c.89 (C.2A:4A-26.1) governing juvenile court waiver procedures and would take effect immediately upon enactment.
