Revises definitions in New Jersey waterfront labor law (P.L.2017, c.324) to comply with federal P.L.92-544, which requires states to specifically identify categories of persons subject to fingerprinting for FBI criminal background checks.

Adds new definitions for stevedore licensing categories: "director" (board member overseeing stevedoring enterprise), "officer" (managing executive), "owner" (beneficial ownership interest holder), and "partner" (partnership interest owner).

Expands the definition of "hiring agent" to include any person authorized to select longshoremen for employment by carriers, stevedores, or other employers of longshoremen.

Creates new definition for "telecommunications system controller" as a person operating the Shipping Association of New York and New Jersey's Enterprise Management System (EMS), employed by New York Shipping Association and International Longshoremen's Association.

Removes catch-all language for fingerprinting requirements and specifies exact categories subject to fingerprinting: longshoremen, checkers, telecommunications system controllers, pier superintendents, hiring agents, port watchmen, and stevedore owners/partners/officers/directors/stockholders owning 5% or more stock.
