Changes State aid for nonpublic school auxiliary and remedial services from a pre-calculated allotment system to a quarterly reimbursement process where districts apply for costs incurred.

Requires the Commissioner of Education to establish maximum per service aid amounts by dividing annual appropriations by the average number of documented services delivered over the prior three school years.

Mandates that annual appropriations be fully exhausted each school year, with equitable distribution among school districts applying for reimbursement.

Authorizes the commissioner to establish limits on duration and frequency of speech correction, supplementary instruction, and other auxiliary services to ensure funds remain available throughout the school year.

Requires the commissioner to conduct surveys every three years (starting in the second full school year after enactment) to collect cost data from service providers and report findings to the Governor and Legislature to inform future appropriations.
