Enforcing agencies must notify property owners in writing of a four-hour inspection window within 24 hours of receiving an inspection request, and no later than 24 hours before the scheduled window begins.

Inspections must still be conducted within three business days of the requested date, and agencies must provide 24-hour written notice if unable to meet either the three-day deadline or the four-hour window.

Property owners, agents, or other responsible parties may file complaints on the Department of Community Affairs website against local enforcing agencies that violate inspection timing requirements.

Municipalities where the Department of Community Affairs serves as the local enforcing agency are exempt from the four-hour window notification requirement.

The bill takes effect on the first day of the third month following enactment, with the Commissioner of Community Affairs authorized to adopt implementing regulations.
