Requires chief law enforcement officers to notify municipal governing body members when a registered sex offender moves into their municipality, with State Police handling notification for municipalities without a police force.

Prohibits sex offenders whose victims were under 18 from residing within 500 feet of elementary schools, secondary schools, child care centers, or playgrounds.

Exempts offenders who established residence before the law's effective date, or whose residence predates a nearby school, child care center, or playground being built.

Provides additional exemptions for offenders serving sentences at correctional facilities, receiving treatment at mental health facilities, granted needs-based exceptions by the parole board, or granted court exemptions upon psychiatric facility discharge.

Takes effect on the first day of the sixth month following enactment.
