Creates an 18-member Special Education Transportation Task Force in New Jersey to study best practices for transporting students receiving special education services, including responding to medical and behavioral emergencies during transport.

Task force membership includes the Commissioner of Education, Director of the Office of Special Education, Special Education Ombudsman, Ombudsman for Individuals with Intellectual or Developmental Disabilities, and 14 Governor-appointed public members representing educators, healthcare professionals, behavior specialists, and parents.

Requires the task force to review best practices from other states, examine current transportation policies, and identify concerns related to safety, equipment access, parent communication, and staffing needs.

Task force must organize within 90 days of enactment and submit a final report with recommendations to the Governor and Legislature within 12 months of organizing.

Members serve without compensation but may receive reimbursement for expenses; the Department of Education provides administrative and professional staff support.
