County college boards of trustees may submit proposals to the New Jersey Presidents' Council to establish baccalaureate degree nursing programs, a degree level traditionally offered only by four-year institutions.

Proposals must include program descriptions, facilities and resources identification, cost analysis, admission requirements, curriculum details, faculty credentials, accreditation plans, and enrollment projections.

The Presidents' Council must notify colleges of proposal deficiencies within 30 days and forward completed proposals with recommendations to the Secretary of Higher Education within 45 days.

The Secretary of Higher Education must issue written approval or disapproval within 60 days of receiving the council's recommendation.

Final program establishment requires accreditation from the New Jersey Board of Nursing.
