Prohibits dealers from selling used motor vehicles "as is" to consumers, except for vehicles declared total losses or issued salvage titles, provided buyers receive written disclosure of the vehicle's status.

Requires dealers to offer a 2-day contract cancellation option for used vehicles priced under $40,000, allowing buyers to return the vehicle without cause for fees ranging from $75 to 1% of purchase price depending on vehicle cost.

Bans dealers from marketing used vehicles as "certified" if the odometer was altered, the vehicle was a lemon law buyback, has flood/salvage title designations, or sustained damage that impairs safety.

Expands mandatory written warranty requirements: 90 days/3,750 miles for vehicles under 40,000 miles; 60 days/2,500 miles for 40,000-80,000 miles; 30 days/1,250 miles for 80,000-125,000 miles; implied warranties only for vehicles over 125,000 miles.

Mandates dealers post conspicuous notices (minimum 8"x10") and include contract language informing buyers there is no cancellation period unless they purchase the contract cancellation option.
