Creates a New Jersey Transfer Ombudsperson position within the Office of the Secretary of Higher Education to serve as a resource for students and institutions, mediate credit transfer disputes, and prepare annual compliance reports.

Requires public institutions of higher education to enter into a collective Statewide transfer agreement that ensures general education course credits and completed associate degrees are fully transferable to four-year institutions, with exceptions only for certification, licensure, or accreditation requirements.

Expands credit transfer policies to include dual enrollment and concurrent enrollment courses taken at both in-state public institutions and Secretary-approved out-of-state institutions.

Mandates the ombudsperson conduct periodic reviews of the transfer agreement at least every five years and convene stakeholders from participating institutions at least biannually to establish best practices.

Requires public institutions to provide transfer students with program outcome data, including completion rates, for students who previously transferred from other public institutions in the State.
