Payment calculated using formula: $100 per on-campus resident student plus $50 per commuter student with parking permit in the first fiscal year, with the rate adjusted for inflation and reviewed every five years.

Institutions can receive credits of up to 50% of required contributions for documented community benefits such as fire/EMS equipment, funding municipal public safety positions, local resident scholarships, or joint safety initiatives.

Schools with campus police departments receive a 50% reduction in the law enforcement portion of their contribution, subject to review every three years based on actual division of responsibilities.

Payments are due quarterly, with interest accruing on amounts unpaid within 60 days of fiscal year close; 5% of contributions must be transferred by municipalities to the county.
