Amends P.L.2025, c.109 to update the lists of environmental infrastructure projects approved for long-term funding under New Jersey's FY2026 environmental infrastructure financing program administered by DEP.

Authorizes zero-interest and principal-forgiveness loans to local government units and public water utilities for clean water and drinking water projects from the Clean Water State Revolving Fund and Drinking Water State Revolving Fund.

Maintains principal forgiveness allocations including up to $18 million for combined sewer overflow projects, $18 million for combined sewer overflow projects meeting affordability criteria, and $8 million for water quality restoration projects.

Permits the department to transfer up to $5 million to the New Jersey Infrastructure Bank for technical assistance to disadvantaged communities and up to $60 million for planning, design, and construction grants to disadvantaged communities.

Appropriates federal fiscal year 2025 capitalization grants and Infrastructure Investment and Jobs Act funds, along with various state revolving fund balances and loan repayments, for environmental infrastructure project financing.
