Requires the Attorney General to maintain, periodically review, and revise guidelines on bias incident investigation standards for New Jersey law enforcement agencies.

Mandates county and municipal law enforcement agencies report all confirmed or suspected bias incidents through the Electronic Uniform Crime Reporting system within 24 hours of initial response.

Requires immediate notification to the Attorney General and county prosecutor for bias incidents involving serious crimes (homicide, aggravated assault, sexual assault, arson), organized hate groups, or potential for large-scale public unrest.

Establishes requirements for instant notification to the Office of Homeland Security and Preparedness, Division of State Police, Division of Criminal Justice, and county bias crime officers when incidents are reported.

Mandates training and continuing education for law enforcement officers on detecting, reporting, investigating, and prosecuting bias incidents and crimes, and requires victims receive referrals to the Division on Civil Rights when applicable.
