Creates an apprenticeship pathway for manicurist licensure in New Jersey as an alternative to completing coursework at a cosmetology school or vocational program

Defines "manicuring apprenticeship" as a program registered with or approved by the U.S. Department of Labor meeting federal requirements under 29 C.F.R. sections 29 and 30

Requires apprenticeship applicants to be at least 17 years old, possess a high school diploma or GED, be of good moral character, and be free of communicable diseases that could be transmitted while providing services

Apprentices must pass the same licensing examination required of individuals who complete traditional cosmetology school programs

Takes effect on the first day of the thirteenth month following enactment
