Requires landlords to provide standardized notice forms (in English and Spanish) at lease signing and annually between January 1-16, informing tenants of window guard requirements and their options

Mandates semi-annual inspections of window guards (February-May and September-December) with permanent inspection logs maintained for five years after removal

Classifies failure to install required window guards as a "nuisance and condition dangerous to life and health," authorizing the Department of Community Affairs to order installation and execute the order if not completed within five days
