Upgrades promotion of prostitution from a third-degree to a second-degree crime, with a mandatory minimum sentence of one-third to one-half of the term imposed or five years, whichever is greater, with no parole eligibility during this period.

Upgrades compelling another to engage in prostitution and promoting prostitution of a spouse from third-degree to second-degree crimes, subject to the same mandatory minimum sentencing requirements.

Creates two new offenses: "leader of a prostitution network" as a second-degree crime with fines up to $250,000 or five times the seized profits, and "participant in a prostitution network" as a third-degree crime.

Makes defendants charged with prostitution-related offenses (except those engaging in prostitution as the prostitute) presumptively ineligible for the Pretrial Intervention Program.

Provides an affirmative defense for participants in a prostitution network if they were victims of human trafficking during the alleged offense.
