Bidders for state firearm, ammunition, or accessory contracts must certify they do not sell unserialized gun build kits, unserialized firearms, or unserialized unfinished frames and receivers.

Contractors must provide copies of valid licenses, ATF trace request records from the past five years, theft/loss documentation, and the two most recent federal, state, or local inspection reports.

Bidders and contractors must disclose written policies for preventing straw purchases, detecting firearm trafficking, training employees on compliance, and operating video surveillance systems.

State agencies must reject bids or cancel contracts for non-compliance and are prohibited from making emergency or exigent purchases of firearms, ammunition, or accessories.

State agencies must coordinate with the Attorney General's Office to develop compliance assessment processes, which may include prequalification procedures and a scoring system evaluating public safety values.
