Firearm retailers must provide purchasers with a written disclosure (in block letters at least 1/4 inch tall) that must be signed, informing them of the legal requirement to report lost or stolen firearms within 36 hours to local law enforcement or the Superintendent of State Police.

The same disclosure must warn customers that purchasing a firearm with intent to unlawfully sell it to another person is illegal.

Retailers must maintain copies of signed disclosures for at least 15 years and conspicuously post the disclosure at each purchase counter in block letters at least one inch tall.

Violations carry civil penalties of up to $500 for a first offense and up to $1,000 for subsequent offenses, with all collected penalties directed to the Attorney General's Office for gun violence prevention efforts.

Takes effect on the first day of the third month following enactment.
