Mandates public hearings when proposed rules would cause a "substantive increase" in expenditures, defined as at least $50 million annually for State, local governments, businesses, or residents combined

Requires agencies to publish all public comments received, data sets used in rule formulation, and estimated dollar impacts on State, municipal, business, and resident expenditures on their websites

Establishes new petition process allowing interested persons to identify conflicting or inconsistent State and federal rules and request agencies amend rules to resolve conflicts within 60 days
