License terms will be determined by the commission but must be for a minimum of one year, with automatic renewal applying to all licenses valid on or issued after the bill's effective date

The commission may only require submission of renewal forms and payment of a reasonable fee for license renewal, and cannot establish or enforce additional renewal requirements

The bill removes provisions requiring permit holders to post $1 million deposits, bonds, or letters of credit for unestablished off-track wagering facilities, and eliminates the competitive bidding process for new licenses

Horsemen's organizations retain the ability to enter into or enforce participation agreements and partnership agreements with horse racing permit holders for operating off-track wagering facilities
