Prohibits New Jersey institutions of higher education from using cultural competency skills or knowledge of specific ethnic or religious groups as criteria when reviewing candidates for employment or promotion

Institutions found non-compliant by the Secretary of Higher Education would lose eligibility for all State support for operational and capital costs

Provides an exemption for positions where cultural competency skills or knowledge of a particular ethnic or religious group is deemed essential by the Secretary of Higher Education

Takes effect immediately upon enactment
