Amends New Jersey's telemedicine and telehealth law (P.L.2017, c.117) to create an exception for the State Board of Veterinary Medical Examiners from the prohibition on requiring initial in-person visits before providing telehealth services.

Allows the State Board of Veterinary Medical Examiners to adopt rules requiring veterinarians to conduct an initial in-person examination of an animal before providing subsequent care through telemedicine or telehealth.

All other healthcare providers regulated under Title 45 remain prohibited from requiring initial in-person visits as a condition of providing telemedicine or telehealth services.

Directs the Commissioner of Health to adopt rules and regulations necessary for implementation of the act.

Takes effect immediately upon enactment.
