Establishes the Division of Voting Rights within the Department of the Treasury as an independent enforcement agency to protect voting rights, with authority to investigate violations, issue subpoenas, promulgate regulations, and litigate cases on behalf of individuals or the public.

Prohibits voter suppression by barring any voting qualification, standard, practice, or policy that results in denial or abridgment of voting rights for members of protected classes (racial, color, or language-minority groups, including Arabic speakers).

Bans vote dilution by prohibiting election methods that impair protected class members' equal opportunity to elect candidates of their choice or influence election outcomes, requiring courts to consider racially polarized voting patterns.

Creates a preclearance program requiring covered political subdivisions to obtain prior approval from the Division of Voting Rights before implementing new voting-related policies, with covered entities determined by criteria established in the act.

Requires political subdivisions to hold multiple public hearings before adopting redistricting plans and establishes an NJVEA notification letter process allowing 50-140 days for localities to voluntarily remedy potential violations before facing litigation.
