Authorizes the New Jersey Motor Vehicle Commission to issue specialty license plates for Delta Sigma Theta Sorority, Inc., with design selected in consultation with the sorority's Eastern Regional Director

Requires a $50 initial application fee plus $10 annual renewal fee, with proceeds deposited into a dedicated "Delta Sigma Theta Sorority, Inc. License Plate Fund" to support the organization's educational, economic development, social action, and health programs

Prohibits use of state funds for initial program costs; requires the Eastern Region of Delta Sigma Theta to contribute up to $25,000 in non-public funds and submit at least 500 completed applications before production begins

Allows the Chief Administrator to discontinue the program if production costs exceed $50 per plate for two consecutive fiscal years, with computer programming costs capped at $150,000

Takes effect seven months after funding and application requirements are met, and expires if requirements are not satisfied within 12 months of enactment
