Creates a Statewide Opioid Antidote Coordinator position within the Department of Human Services, appointed by the Commissioner, requiring experience in mental health/substance use disorders, law enforcement, health care, health policy, or procurement.

Coordinator oversees bulk purchasing and distribution of opioid antidotes (including naloxone) for all state, county, and local government agencies, plus emergency medical responders, law enforcement, schools, and syringe access programs upon request.

Requires establishment of a public website providing information on opioid antidotes, their administration, access points, and how to respond to suspected overdoses.

Commissioner must submit annual reports to the Governor and Legislature detailing quantities purchased/distributed, recipient entity types, cost savings from bulk purchasing, and public outreach initiatives.

Appropriates General Fund money for the website and authorizes federal funds plus annual appropriations to fully fund the office; takes effect on the first day of the third month after enactment.
