County correctional facility superintendents must provide inmates with reentry assistance at least 10 days before release, including criminal history records, expungement information, and voting rights information.

Inmates must receive a non-driver identification card issued by the Motor Vehicle Commission, a copy of their birth certificate (if born in New Jersey), and assistance obtaining a Social Security card.

Facilities must provide inmates with written records of their participation in educational, training, employment, and treatment programs during incarceration, along with an accounting of all fines, restitution, child support arrearages, and other financial obligations due upon release.

Inmates must receive their full medical record at no charge, plus information on employment barrier removal programs, rehabilitation certificates, and child support services.

The requirements apply only to inmates sentenced to incarceration terms and those denied bail under New Jersey's pretrial detention laws, taking effect four months after enactment.
