Authorizes the Victims of Crime Compensation Office to pay relocation expenses for witnesses and those living with them, as well as expenses to protect cooperating witnesses and confidential informants who face threats due to their cooperation with law enforcement.

Expands the Crime Victim's Bill of Rights to grant cooperating witnesses the right to protection from harm, information about available protection levels, and assistance before and during trial to cope with psychological and practical obstacles of testifying.

Requires prosecutors and law enforcement to take protective measures for victims and witnesses before, during, and after hearings or trials, and mandates courts to establish safety procedures for witnesses while testifying and present in courthouses.

Authorizes Division of Criminal Justice grants from the Victim and Witness Advocacy Fund to service providers offering violence intervention, culturally specific services, and support for victims of domestic violence, sexual violence, community violence, or human trafficking.

Takes effect on the first day of the fourth month following enactment.
