Requires the Department of Community Affairs to fund at least one Homelessness Prevention Program (HPP) agency in every county with a population of 350,000 or more.

Mandates that all HPP agencies remain open and available to serve residents throughout the duration of any declared public health emergency.

Defines public health emergencies to include bioterrorism, novel biological agents, natural disasters, chemical attacks, and nuclear incidents that pose high probability of widespread harm.

Allows the Commissioner of Community Affairs to request General Fund appropriations from the Legislature if federal COVID-19 pandemic relief funding is insufficient to establish required agencies.

Takes effect immediately upon enactment and requires the Commissioner to promulgate implementing regulations.
