Expands New Jersey's Community College Opportunity Grant Program to include adult students enrolled in postsecondary career and technical education programs at county vocational school districts

Defines eligible adult students as those enrolled in programs preparing them to earn a license, industry-recognized certification, or take a nationally-recognized exam, with programs at least four months in length

Requires adult students to meet the same income eligibility requirements as current recipients, including annual adjusted gross income between $0 and $65,000

Provides financial aid grants for up to two years for eligible adult students in career and technical education programs

Students enrolled at out-of-county vocational school districts would receive grants covering tuition and fees at the out-of-county rate charged by their enrolled institution
