Requires installation of induction loop listening systems in public assembly areas (auditoriums, theaters, courtrooms, libraries, pharmacies, restaurants, banks, medical facilities, grocery stores) when newly constructed or undergoing renovations exceeding $40,000

Owners must post prominently-visible, permanently-mounted signage using the ear-with-T logo to indicate the system is available to hearing aid and cochlear implant users

Owners must submit biennial self-certification forms to local code enforcing agencies attesting that the induction loop system remains functional

Building permit applicants may request an impracticality exemption, which the enforcing agency would evaluate and may grant

Takes effect on the first day of the seventh month following enactment, with the Commissioner of Community Affairs directed to promulgate implementing regulations
