Medicaid reimbursement rates for in-person partial care and intensive outpatient behavioral health and substance use disorder treatment services for adults (21 years and older) would increase by 35 percent from current State Medicaid rates.

The rate increase applies to per diem and hourly reimbursement for partial care, intensive outpatient services, intake evaluations, individual counseling, and group counseling.

Transportation reimbursement for trips to or from partial care or intensive outpatient providers would increase from $7 to $10 minimum per one-way trip.

Partial care services are defined as structured, non-residential treatment for adults with severe mental illness or substance use disorder, ranging from 2 to 25 hours per week; intensive outpatient services require a minimum of 9 hours per week.

The Commissioner of Human Services must apply for federal Medicaid waivers or state plan amendments to implement the changes, with the act taking effect on the first day of the fourth month following enactment.
