Expands New Jersey's Tuition Aid Grant (TAG) program to include part-time undergraduate students enrolled in eligible in-state institutions, who were previously ineligible unless attending county colleges

Part-time grant awards would be prorated against the full-time grant award amount for the applicable institutional sector (public or independent)

Each period of part-time award status counts as one-half toward the maximum allowable eligibility period for student aid

Requires separate line-item appropriations for part-time tuition aid grants to prevent reduction of existing full-time TAG funding

Prohibits diversion of funds currently appropriated for full-time grants or county college part-time grants to implement the expansion
