Property owners may request notification from the county recording officer whenever a quitclaim deed is submitted for recording on their property by providing a preferred mailing address, email address, or both.

When a property owner has requested notification, the county recording officer must delay recording the quitclaim deed for 10 to 12 business days after sending notice to the property owner.

Standard quitclaim deeds (without notification requests) must still be recorded within two business days of receipt.

County recording offices may charge property owners a fee to offset the administrative costs of the notification program.

The bill takes effect on the first day of the third month following enactment to allow recording offices time to adjust their fee structures.
