Mandates the certification form include general notice explaining the legal basis for enforcing child support obligations through the licensing process, including notice and hearing requirements before license suspension or revocation

Applies to driver's licenses, occupational/professional licenses, and recreational/sporting licenses, with licenses denied, not renewed, or not reinstated for applicants with arrearages of six months or more

Updates statutory language to replace "Division of Motor Vehicles in the Department of Transportation" with "Motor Vehicle Commission"

Takes effect on the first day of the third month following enactment
