New Jersey institutions of higher education must place automated external defibrillators (AEDs) in unlocked, clearly marked locations in each athletic facility and student center, accessible during normal operating hours and within reasonable proximity of athletic fields.

At least two staff members trained in CPR and AED use must be present in each athletic facility or student center during normal operating hours.

Each defibrillator must be tested and maintained according to manufacturer guidelines, with notification provided to local emergency medical services about the device type and location.

Institutions and their staff receive immunity from civil liability for acquiring and using defibrillators under this law.

The bill takes effect immediately upon enactment and supplements existing New Jersey higher education statutes (Title 18A, chapter 3B).
