Solid waste management districts (each county and Hackensack Meadowlands District) must develop and implement strategies to reduce food waste by at least 50% from 2022 levels by 2035

Increases in perishable food donations for human consumption, composting, and anaerobic digestion count toward the 50% food waste reduction target

DEP must publish within 180 days a list of measures districts can use to achieve reduction goals, including surplus food donation programs, source separation, composting, and public awareness campaigns

DEP must adopt rules creating a tiered regulatory structure for composting facilities to facilitate organic waste recycling in the state

Districts have two years to develop their food waste reduction strategies, which must be adopted as amendments to district solid waste management plans and approved by DEP
