Establishes a price preference of up to 10 percent on State contracts for qualified businesses owned by women veterans or women currently serving in the U.S. Armed Forces.

Qualified businesses must be independently owned with principal operations in New Jersey, with at least 51 percent ownership and control by women veterans or women in military service.

If a qualified business meets contract requirements and becomes the lowest bidder after applying the preference, the State agency must award the contract to that business.

"Woman veteran" includes New Jersey residents who identify as female and were honorably discharged from active military service; "woman serving in the military" includes those on full-time active duty or who completed Initial Entry Training.

If a woman owner dies during the contract term or bidding process, the surviving spouse who acquires ownership maintains eligibility for the preference.
