Allows service members of the New Jersey National Guard and U.S. Armed Forces Reserve Components who are victims of non-consensual sexual contact to apply for protective orders in New Jersey courts regardless of where the alleged conduct occurred.

Permits military protective orders related to non-consensual sexual contact to be used to initiate applications for civilian protective orders or temporary restraining orders if the order indicates the victim wishes to pursue such court protection.

Expands harassment offense provisions to cover conduct by a person who was notified in writing by a National Guard commanding officer not to engage in such conduct, with the notification expiring one year from issuance.

Adds substantially similar protective orders issued by other states, tribes, U.S. territories, military authorities, or military tribunals to the list of orders that disqualify a person from obtaining a handgun purchase permit or firearms purchaser identification card.
