Establishes the New Jersey Suicide Prevention Advisory Council within the Department of Health, consolidating two existing councils (Youth Suicide Prevention Advisory Council and Elderly Person Suicide Prevention Advisory Council) into a single 25-member body

Requires teaching staff, licensed psychologists, social workers, physicians, nurses, and other healthcare professionals to report suspected suicide attempts or deaths to the Department of Health

Mandates development of a Statewide youth suicide prevention plan within 180 days addressing data coordination, public awareness, access to mental health services, and evidence-based programs

Creates mandatory reporting in non-identifying form while providing immunity from civil and criminal liability for reporters acting in good faith

Takes effect 180 days after enactment and repeals the existing statutes that created the separate youth and elderly suicide prevention advisory councils
