Allows defendants who previously participated in a diversion program (supervisory treatment, conditional discharge, conditional dismissal, or Veterans Diversion Program) for marijuana or hashish offenses to participate in a diversion program again for new charges

Applies specifically to prior marijuana/hashish offenses including manufacturing, distributing, dispensing, possessing with intent to distribute, obtaining, possessing, using, being under the influence, or possessing drug paraphernalia for use with marijuana/hashish

Amends four sections of New Jersey law: N.J.S.2C:36A-1 (conditional discharge), N.J.S.2C:43-12 (pretrial intervention), P.L.2013 c.158 (conditional dismissal), and P.L.2017 c.42 (Veterans Diversion Program)

Creates an exception to the general rule that supervisory treatment and diversion programs may only be used once per defendant
