Lowers the New Jersey Family Leave Act employer threshold from 30 employees to 5 employees through a phased implementation: 20+ employees upon enactment, 10+ employees after one year, and 5+ employees after two years.

Extends job reinstatement rights to employees of smaller businesses, guaranteeing workers can return to their position or an equivalent role after taking family temporary disability leave benefits or unpaid family leave.

Applies to employers meeting the employee threshold for 20 or more calendar workweeks in the current or preceding calendar year, including state and local government entities.

Allows employees eligible for both earned sick leave and temporary disability/family leave benefits to choose which type of leave to use and in what order, but prohibits receiving multiple types of paid leave simultaneously.
