Expands eligibility for foreign medical schools to operate clinical clerkship programs in New Jersey by allowing schools accredited by World Federation for Medical Education (WFME)-recognized bodies, in addition to those in countries with National Committee on Foreign Medical Education and Accreditation (NCFME) approval

Transfers oversight of the Advisory Graduate Medical Education Council and the Advisory Committee on Alternatively Accredited Medical School Clinical Clerkships from the Commission on Higher Education to the Department of Health

Requires the Advisory Graduate Medical Education Council to develop and maintain a Code of Ethics modeled on the American Bar Association's Code of Judicial Conduct

Mandates annual reporting to the Governor and Legislature's Health Committees on clinical clerkship program applications, approvals, and student demographics including race, ethnicity, gender, and age

Requires medical students to provide proof of passing the United States Medical Licensing Examination-Step 1 within 3 months of starting their clinical clerkship
