Removes the July 8, 2019 death date limitation for survivors of State Police Retirement System (SPRS) retirees to receive accidental death benefits related to World Trade Center rescue, recovery, or cleanup operations.

Expands eligibility to survivors of SPRS members who received ordinary disability, special retirement, or service retirement allowances, not just accidental disability retirement.

Allows the World Trade Center Health Program, in addition to the medical board, to determine whether a member's death was caused by participation in World Trade Center operations.

Extends the application deadline to two years after the member or retiree's death, or two years after the bill's effective date, whichever is later.

Requires the board of trustees to notify eligible surviving spouses and children of these changes by certified mail within 60 days of the bill's effective date.
