Amends P.L.2017, c.117 to explicitly permit health care providers physically located outside New Jersey to deliver telemedicine and telehealth services to patients within the state.

Providers must still hold valid New Jersey licensure, certification, or registration to offer these services and remain subject to New Jersey licensing board regulation and jurisdiction.

Existing requirements for telemedicine remain unchanged, including use of real-time two-way communication, maintaining the same standard of care as in-person visits, and proper documentation and recordkeeping.

Schedule II controlled substance prescriptions via telemedicine still require an initial in-person examination and follow-up visits every three months, except for stimulants prescribed to minors with parental consent using audio-video technology.

The bill takes effect immediately upon enactment.
