Repeals the "Statewide Non-Residential Development Fee Act," which imposed a 2.5% fee on the equalized assessed value of new non-residential construction and improvements in all New Jersey municipalities

Eliminates the fee that applied to non-residential construction on unimproved lots and additions to existing non-residential structures

Amends the New Jersey Affordable Housing Trust Fund provisions to reference only Statewide non-residential development fees collected prior to this bill's enactment

Repeals related provisions in P.L.2008, c.46 (sections 32-38) and P.L.2009, c.90 (sections 39 and 41) that established and governed the fee program
