Removes the U.S. citizenship requirement for student representatives serving on boards of trustees at New Jersey State colleges and three public research universities (Rowan University, Montclair State University, and Kean University).

Student representatives must still be full-time, regularly matriculated students in good academic standing and at least 18 years of age.

Each affected institution has two student representatives who serve two-year terms, with one serving as an alternate member during the first year and as a voting member during the second year.

Student board members remain excluded from participating in personnel matters, real property transactions, investment decisions, and litigation discussions where public disclosure could be harmful.

Amends four separate sections of New Jersey statutory law governing State colleges, Rowan University, Montclair State University, and Kean University.
