Amends New Jersey law to allow public colleges and universities to assess fees for legislative agents and lobbying organizations on student tuition bills as waivable fees, rather than requiring prior student referendum approval

Eliminates the current requirement that students must authorize such fees through a majority vote in an official student referendum before they can appear on tuition bills

Defines "waivable fee" as any amount appearing as a separately assessed item on a tuition bill that is not a mandatory charge, giving students the option to have the fee removed

Requires waivable fees to include a statement explaining the nature of the charge, that payment is not required, the process for waiving the fee, and that the fee does not necessarily reflect the institution's endorsement
